Introduced

HB 4260 of 2011 Employment security; benefits; look-back period for extended benefits; revise. Amends sec. 64 of 1936 (Ex Sess) PA 1 (MCL 421.64).

Extension of Unemployment benefits BEYOND the fed requirements.. you betcha.. yeesh.

HB 4261 of 2011 Crime victims; rights; names and addresses of minors who have been victims of child abuse or sex crimes; allow to be exempted from disclosure under freedom of information act. Amends sec. 13 of 1976 PA 442 (MCL 15.243).

A little more privacy for victims from public proceedings

HB 4262 of 2011 Highways; other; prohibition from entering into any agreement or contract that requires tolling on Michigan roads; provide for. Amends 1951 PA 51 (MCL 247.651 – 247.675) by adding sec. 1m.

Slick.  Not Bad Mr Opsommer.

HB 4263 of 2011 Housing; landlord and tenants; requirement for lawful reentry by landlord; modify. Amends sec. 2918 of 1961 PA 236 (MCL 600.2918).

Clarifiying.

HB 4264 of 2011 Property tax; appeals; fees for appealing property tax to the Michigan tax tribunal; revise. Amends sec. 37 of 1973 PA 186 (MCL 205.737).

HB 4267 of 2011 Appropriations; zero budget; department of agriculture and rural development; provide for fiscal year 2011-2012. Creates appropriation act.

Shell bill.  Vehicle.  This is the way that legislators get around section 26 of our state constitution.

Sec. 26. No bill shall be passed or become a law at any regular session of the legislature until it has been printed or reproduced and in the possession of each house for at least five days. Every bill shall be read three times in each house before the final passage thereof. No bill shall become a law without the concurrence of a majority of the members elected to and serving in each house. On the final passage of bills, the votes and names of the members voting thereon shall be entered in the journal. History: Const. 1963, Art. IV, §26, Eff. Jan. 1, 1964.

Both sides do it.  The language does not have to be the same. Just has to affect that area which is being appropriated to.

SB 0147 of 2011 Education; discipline; adoption and implementation of policy prohibiting harassment, intimidation, or cyberbullying; require. Amends 1976 PA 451 (MCL 380.1 – 380.1852) by adding sec. 1310b.

If I had to guess, the folks who sponsored and cosponsored this bill were beat up in school for good reason? Oh my, am I a cyber bully?

SB 0148 of 2011 Law enforcement; training; procedures regarding cyberbullying reporting; provide for. Creates new act.

One bill just isn’t enough.

SB 0149 of 2011 Highways; signs; existing sign structures; allow interim permits. Amends secs. 7a & 17 of 1972 PA 106 (MCL 252.307a & 252.317).

Yeesh… who knows?

SB 0150 of 2011 Health; abortion; ultrasound equipment used on woman seeking an abortion; require use of most technologically advanced equipment on site. Amends sec. 17015 of 1978 PA 368 (MCL 333.17015).

Good.  Make sure the picture of the baby which will lose its life is seen by the mother BEFORE the murder.  Very good.  Brilliant actually.

SB 0151 of 2011 Vehicles; equipment; requirement for use of crash helmet when operating an off-road vehicle on private lands; exempt under certain circumstances. Amends sec. 81133 of 1994 PA 451 (MCL 324.81133).

Meh.

SB 0152 of 2011 Criminal procedure; evidence; electronic recording of certain custodial interrogation sessions; require, and revise procedures for determining admissibility as evidence. Amends 1927 PA 175 (MCL 760.1 – 777.69) by adding secs. 7, 8, 9, 10 & 11 to ch. III.

Allll the way up to the last comment.  But this last with TEETH for emergency fiscal management.

The Shopping Reform Act.  This little bugger has sparked all measure of discussion ever since Snyder announced it in his SoS.  I wondered about it at first.  No worry for me any longer.

SB 0100 of 2011 Liquor; hours; municipalities to prohibit the sale of alcoholic liquor on Sunday morning or all day Sunday; allow. Amends secs. 1111, 1113 & 1114 of 1998 PA 58 (MCL 436.2111 et seq.).

If you wanna get drunk early.  Actually, does it really matter WHEN you buy the booze?

SB 0122 of 2011 Environmental protection; groundwater contamination; incentives for verification under the Michigan agriculture environmental assurance program (MAEAP); provide for.     I am a federal retiree with survivor benefits from SOM. The one reason I keep my residence here is the tax exemption for my government pensions. I see no benefit in staying here with this new tax policy proposal. If I have to pay taxes on my pensions than I will look for a location with better climes and a tax responsibility that is beneficial to me
