Apparently on his way out, Bush thought it would be a good idea to give into Adrian Fenty’s demands that a state of emergency be declared so that DC could get more federal money for the inauguration. Oh yeah, of course this is before it’s even happening.

Brilliant. Don’t let the door hit you on the way out.
